1. Click on the cogwheel. 

2. Click on the "Settings and Features" icon.

3. In the "Text and Numeric Parameters" access grid, under the "YES/NO" section, locate and enable "Time Off Requests - Make the 'Start Time' field mandatory for 'Specific Day and Time' requests."

4. Save your changes.
