On mobile application: 

1. Click on the cog-wheel. 

2. Click on "Settings and Features". 

3. In the access grid "Text and Numeric Parameters", find and enable the "Performance Review - Employees have access to previously completed evaluations by their peers" parameter in the "YES/NO" section.
